In 1776, Hodgdon was a lieutenant in the Marines, and he later became the commissary general of military stores. Stevens had recently been appointed a captain in Knox's regiment of artillery.

[likely Henry] Jackson for the infantry and to Major [Sebastian] Bauman for the artillery. Also discusses the structure and size of the departments; may be referring to the commissary department.
