Writes to his wife four days after their fifth wedding anniversary. Discusses the heavy rain, a humorous incident in which Colonel Thomas B. Weir formally requested an hour and a half of leave, his relationship with Weir, and his health, the possibility of giving his brother, Tom Custer, a recruiting detail. He also waxes poetic, expressing his love for Libby at length and writing, in part: "you are all I ask for, all I desire, all I long for." Also indicates that he did not want children. The last page is missing.

Describes the fish as a Mr. Bass, a possible spy for the enemy and warns him to be on guard at West Point for a sudden attack. States that Knox should "examine him [Mr. Bass] well & if he will not give you a good account of himself, you had better cut him up joint by joint, ... pour hot melted Butter & Pa[r]sley over him & if he should then remain refractory, the best to be done with him will be to drownd [sic] him in good old [mead ?]."

Chief Justice Chase, former Secretary of the Treasury under President Lincoln, recalls that Lincoln's first reading of the Emancipation Proclamation to his cabinet on 22 September [1862] was preceded by his reading aloud a chapter from Artemus Ward. Writes that he is inclined to have Lincoln's remarks sent to to the recipient, "Nothing prevents save some doubt whether it can be properly done even in confidence. They do honor to him as a man, a patriot & a statesman - great honor." Letter is only addressed to "dear sir." Recipient inferred.

Grant replies to Johnson's letter and encloses his version of an anecdote told by Abraham Lincoln about Alexander Stephens and his overcoat at the Hampton Roads, Virginia Peace Conference. State he will use the anecdote in his memoirs. The story describes Stephens as wearing a very large and heavy overcoat, and when he removed the coat, he looked to weigh only 90 pounds. Grant relays that Lincoln remarked about Stephens in his coat, "wasn't it the biggest shuck and the littlest ear ever you did see."
