Document states that the laws imposed by the Parliment of Great Britain are to be held strictly, and any governor in those colonies that have partook in insurrection should make sure his subjects pay the proper recompensations to the Crown and to those who their actions have harmed (either physically or financially). Also, those colonists who have complied with British laws are to be protectedand held in favor.

Title: Proclamation concerning riotous proceedings

The proclamation describes a recent incident in which the tenants on the Manor of Livingston rioted in protest of the Livingston's claim to the land. As a result, a number of the tenants were shot in defense of the Manor, and Governor DeLancey therefore issued a proclamation to advise against any further uprisings.

Says that he received his recent letters, including one to be delivered to [Benjamin] Hichborn. Asks him to give his regards to Mr. and Mrs. [James] Swan. Writes that Major [William] North has not yet arrived, and he is afraid that North is sick on the road. Declares that he would be happy if his regiment were to remain at camp until it was full and properly organized, but would be satisfied to have any help from the state or from "influential monied men" in the form of supplies or clothing. Expects an order from Knox to be delivered by North allowing for some money, clothing and supplies…

Title: [Presidential proclamation requiring potential insurgents against the Embargo Act at Lake Champlain to disperse peaceably]

Countersigned by James Madison. With white paper seal. In an effort to enforce the Embargo Act in New England, Jefferson warns all who do not disperse that officers will be ordered to "subdue such insurrections or combinations, to seize upon all those therein concerned...and to deliver them over to the civil authority of the place to be proceeded against according to law." Resistance to embargo on the Canadian border at Lake Champlain was so strong that the national government had to equip vessels and send troops there to maintain authority.

Notes he left Pittsfield along with General [Benjamin] Lincoln this morning. Mentions the number of men enlisted in "disaffected counties" and when their enlistment expires. Discusses the mood of the mob, saying the men look forward to taking up "arms against a government which they affect to detest" (referring to the participants in Shays' Rebellion). Recipient is not listed, but based on the content the letter was possibly written to Henry Knox. Letter is inaccurately dated 19 February 1786. Docket dates the letter 19 February 1787, this matches the letter's content and the time period…

Thanks him for his last letter, and believes his recent services to the government (by leading troops to suppress Shays' Rebellion) will prove beneficial. Writes, "A Congress of seven States has been lately formed. Our old friend General [Arthur] St. Clair president. Nearly three months elapsed between the time Congress ought to have been and the time it was actually formed." Adds, "I have written you an official letter…
