He also desires to find some new interpreters, as he is suspicious of Laurence Claese; and he hopes to receive more money from the Assembly so that he may keep 10 or 12 men living among the Senecas and Onondagas. Contains a number of records of the proceedings at meetings of the Commissioners of Indian Affairs, as well as drafts of letters to Governor Burnet. P.1 is a fragment of a larger document that welcomes the Indians to trade with the English, and warns against the treachery of the French. The records of the Commissioners of Indian Affairs discuss ways to have the palatines provide military detachments with food, the retrieval of captive children from Canada, and the need to be on guard against possible French and Indian attacks. A Seneca Sachem explains some past incidents that may have provoked Canada to go to war with them, but explains that everything was supposedly forgiven. He then describes when the Senecas first heard of the French designs for war, and what they saw when they sent spies out to investigate the fortifications erected by the French. The Sachem also gives an account of how the first shots were fired, and how the conflict progressed from that point. Docketed on verso.

Title: Propositions to the 5 Nations westward

Thomas Dongan writes that he will convey news of the French invasion of English territory to the King, but wishes first to settle upon a few issues with the 5 Nations. He asks if they in any way provoked the French, and notes that they were warned not to make peace or war with the French without his permission. Dongan then recommends a number of security measrues to be followed by the 5 Nations, and warns them to stay out of Virginia if they desire the protection of the British. Docketed on verso.

Title: Bond to the city of Albany

The document states that Salomon Frederickse and Johannes Onderkerk are bound to the people and city of Albany for the sum of 50 pounds. It then goes on to explain that the two men have a pass from the Governor to trade with the Indians of Ottowa, and if they decide not to trade with the Indians of the 5 Nations for peltry, then the current financial obligation will be declared void. Frederickse and Onderkerk signed with their marks.

. . . Representatives of the five Nations of the Sinnias in the Fort att New York" The Governor of Virginia reprimands the 5 Nations for breaking their covenant and committing crimes in Virginia. He explains that Governor Dongan has convinced him to forgo declaring war upon them, but notes that he expects satisfaction upon conclusion of the war with the French. In their response, the 5 Nations thank Lord Effingham for his forgiveness, and promise to rectify the situation.

He also reprimands the Oneidas, Onondagas, and Cayugas for trading at Philadelphia and not exclusively at Albany, and instructs them to apprehend any French or English men they find traveling and trading without a pass from him.

The deposition explains that Symon Groot came to the colony in 1638 to trade with the West India Company, and throughout his time here he has repeatedly endangered himself by fighting with the Mohawks in their war with the French and their Indians. He also explains the practice of taking hostages among the French and Indians, and how the Indians learned to torture prisoners from their experience with the French. Document is marked as a copy.

In his proposal, Dongan forbids the Indians to travel to Cadarachqui at the Governor of Canada's request, and reminds them to remain loyal to England at all times. He also instructs them on what to do in the event of an attack, and notes that he will supply them with provisions and ammunition. On p.3 there is a portion of a Dutch translation of the document.

The 4 Commissioners, John Pynchon, Thomas Savage, Andrew Belcher, and Jonathan Bull write to the Indians to include them in the chain and covenant with the 5 Nations. They explain that they expect their loyalty and assistance in a war against the French and Eastern Indians. The Commissioners also note that they wish to inform the Indians of the revolution in England and the conflict between Papists and Protestants, and their desire to retain untiy between the Dutch and English in the colonies.

. . . to Shinnechtady, who were Examined by Pr. Schuyler May[or] of the Citty of Albany." The Canadian prisoners state that they were under orders to attack Schenechtady and kill as many as they could, and then give an account of how they advanced upon the town. They also divulge information regarding the building of fortifications in Canada, and the amount of ammunition and soldiers currently available to the Canadian Governor.

Livingston thanks the Governor and Council of Connecticut for considering some earlier propositions, and also wishes to give them an update of affairs in Albany since Jacob Leisler took over. He explains that many are starving and oppressed in Albany, and the situation with the French and Indians has worsened. The people of Albany are awaiting the arrival of a Governor from England, but Livingston asks if the united colonies may in the mean time appoint a general to head Albany, as Leisler has only wrought further disruption.
