James Buchanan discusses the Compromise of 1850, the Wilmot Proviso, which he notes "is dead," and the issue of California statehood as it relates to slavery. He notes some of the measures that might make sectional compromise possible. He indicates his belief that Congress will pass the Fugitive Slave Act of 1850, and speculates that California could be admitted along with one of the states from the land won in the Mexican War. He also writes that he has "been maturing a project for the settlement of the Slavery question." Docketed: "As to the Union Question." Marked as "Private."

A copy of the first Constitution of California was given to President Zachary Taylor by California Senator William M. Gwin. Articles signed by R. Semple, President of the Convention and Delegate from Benicia. The first Constitution of California was adopted on November 13, 1849. Taylor transmitted the Constitution of California to the United States Senate on February 13, 1850. California wasn't admitted to the Union until September 9, 1850. Written to Vice President Clinton at the Senate's request. Describes Vermont's role in the quest for American independence using Samuel Williams's "The Natural and Civil History of Vermont" as a reference. Discusses the Allen family's support for American interests, the British Commissioners' proposal that Vermont become a British Colony, and a general overview of highlights pertaining to Vermont and the Revolutionary War.

Asks what the citizens have to gain from the separation, and believes they feel well governed by Massachusetts: "I think we are more safe under the government of Massachusetts than we should be by a legislature composed of men from every village in Maine." Asks Knox to use his influence to weigh in on the subject.
