Writes, "I beg you may be pleased to have the following extract from the Orders of this day published to your Garrison - & that you will direct the Invalid Regt. to furnish a Capt. for the Court Martial therein expressed, he will not be continued long on that duty as the Court will be dissolved as soon as the Invalid Officers are tried."

As part of his instructions, he is to bring Knox any articles he needs. Reports on the progress of the construction of the magazine, as well as the use of leather for harnesses and pouches.

Discusses arrangements being made in light of the troops' dispersal. Reports that several officers will remain in service (John Doughty, Samuel Jefferds, and Captain Lieutenant Johnson). Discusses continued arrangements for invalids and refugees, hospital staff, and stores.

Reports on the case of two soldiers arrested for breaking into the home and store of David Sands, a Quaker. Complains about the lack of clothing among troops, noting "... instead of that uniformity of Dress, so essential to the good appearance of Troops, we have not in many instances even a shirt to cover the soldiers' nakedness..." Hull, commandant of West Point, reports he has ordered a general inoculation for smallpox among his soldiers due to a recent outbreak of the disease. Also relates that a "stragling woman" broke into and set fire to the block house, a post between West Point and New Windsor. Mortified, relates that the house was "entirely consumed." Granted Amasa Jackson, a soldier, a leave of absence although he requested a discharge. "On public service," is handwritten on address leaf.

Reports he left 60 men in Brunswick and more have become sick since marching from there. Says that Lt. Bullard, quartermaster of the 2nd regiment who was sent ahead, will be able to give Knox a full report. Says if there is not enough water transportation to take the entire regiment to West Point from Kings Ferry, he will only send along his invalids and baggage. Sends General Henry Knox a bass, caught near the port where Jackson is at present. Describes the fish as a Mr. Bass, a possible spy for the enemy and warns him to be on guard at West Point for a sudden attack. States that Knox should "examine him [Mr. Bass] well & if he will not give you a good account of himself, you had better cut him up joint by joint, ... pour hot melted Butter & Pa[r]sley over him & if he should then remain refractory, the best to be done with him will be to drownd [sic] him in good old [mead ?]."

Says that Sergeant Barber has applied to headquarters for advice on how to handle the complaints he has made, along with various petitioners, against Lt. Col. Popkin. The peitioners claimed that Popkin improperly handled several pay notes they gave him responsibility to collect in Boston. Says that Washington wants Knox to handle the situation. Says if one or two of the petitioners need to stay in the army to deal with the complaints.

First edition printed by Homer Lee & Co. Flipper, while not the first African-American to attend West Point, was the first to graduate. He was assigned to the all-black 10th Cavalry Regiment. Accused of embezzling army funds at Fort Davis, Indian Territory, he was exonerated but convicted of lying in a court-martial and dishonorably discharged. Flipper kept trying to clear his name until his death in 1940, but it was not until 1976 when he was officially exonerated. On 19 February 1999 President Clinton pardoned Flipper.
