President Grant asks former General Franz Sigel to be Secretary of the Commission to Santo Domingo. In 1869 the Senate refused to approve a treaty annexing Santo Domingo, but in his 1870 message to Congress, Grant reopened the issue. The House authorized him to form a commission to investigate the issue further. He tells Sigel to respond by telegraph if he accepts. Says a naval ship will await the commission at Norfolk, Virginia. On Executive Mansion stationary.

This position allowed him to make frequent trips into Nashville, where he bought newspapers for 5 cents each and sold them in camp for 10 cents.
