He also reports that "fighting Indians . . . is quite unlike fighting white men, for no prisoners are taken, there is no base and no rear" no way to take the wounded off the field and no quarter requested or given from an enemy that expertly exploits every weakness in their defenses. States the two commissioned officers should produce evidence that a claimant was wounded in the service of the United States. Says the evidence needs to include the time and object of the expedition the officer was on as well as the name of the commanding officer. Also, two respectable physicians should certify the claimant's situation. This evidence needs to be heard in an open court. Notes the Secretary of War is authorized to deal with each situation and that fraud cases are to be heard before the House of Representatives. Date written in a different hand with a black pen.

He does not like how the officers have them attack the Indians at night since that is their best hold. It gives the Indians a chance to get away from them. They do not know how many Indians they killed since the Indians dragged off their dead. Instead, they leave their wounded in the field.
