The proclamation describes a recent incident in which the tenants on the Manor of Livingston rioted in protest of the Livingston's claim to the land. As a result, a number of the tenants were shot in defense of the Manor, and Governor DeLancey therefore issued a proclamation to advise against any further uprisings.

Jesse had a piece of bone removed from his shoulder and encloses it with the letter. He has heard that no more men will be discharged from the hospital but wants to go back "to revenge my wound and the death of my dear brother." If he returns to the regiment, he will go to Charles' grave and see if he can arrange a tombstone.

Wilmor's regiment is leaving Camp Johnston. He heard the Confederates "talking and whistling yankee doodle" on picket last night. The 63rd lost three men and one was wounded because Colonel Morgan thought the Confederates were "new york boys" when they passed through his ambush and did not fire on them. Wilmor still trusts Morgan but says that Berrenger is "the boy" and "he would have shot all the rebles." The little tents they carry on their backs make them look like "land turtles."
