Title: Speech of the commissioner to the Creeks previously to their signing the treaty August 7th 1790

Title taken from docket. Calling forth "King, chiefs & warriors of the Creek nation attend," Secretary of War and Commissioner of the Treaty of Peace Knox makes a speech praising the agreement between the United States and the Creeks. Knox assures the Creeks that the United States will "never depart from their promises." He also cautions the Creeks to "guard the conduct" of "your rash young men" and insisted the United States would "guard the conduct of ours."

Colonel Hawkins relates the events surrounding the negotiations between the Creeks and the United States government. Writes that the Creeks have expressed disapprobation of the treaty at Augusta in 1785 (Treaty of Galphinton). Discusses the negotiations that followed. Docketed by Knox with a note "important papers - to elucidate the early disapprobation of the Georgian tribes."

Says Major Trescott wishes Burnham had been ordered to Fort Pitt first, as he is still waiting for his wife to come from the "Eastward."

States "[i]ndeed, the circumstances of the difference of opinion and coolness between you and General Wayne causes great pain both to the heart of the President and mine." Does not want this disagreement to cause dissention or "violent injury to the armies." Noted as private in the upper left corner. Heavily waterstained both at the top and bottom of the papers. Comments he regrets the "disagreement which exists between two officers high in rank, and of whose experience and talents a favorable opinion is entertained." The diarist gives news of a Chippewa or Ottawa Indian attack on General [Josiah] Harmar's regiment, which was "stationed up the Muskingum River." Both sides suffered casualties. Writes, "This most flagitious insult seems to have been conducted with uncommon spirit, and a great degree of temerity-" Relates that the Indians raided stores that were intended for a treaty. Reports that some of the Delaware Indians "arrived on the day of this transaction and seem highly incensed at the insult." Writes concerning the purchase of horses for the troops. States "in consequence of no person's appearing at Fort Washinton on the part of the Contractors to make provision for the transportation of the flour & for the Army, I had been obliged to take it upon myslef, and had ordered...an Agent, to provide the horses and carriages that would be necessary."
