The Governor of New York notes that he ordered munitions stored near Oswego and orders Hopper to send muskets, cartridges, and powder from those stores to use to defend Oswego, New York, if attacked. Oswego was attacked and captured by the British on 6 May 1814. Tompkins later became vice president.

Signed by I. Craig, Captain of Artillery to Henry Knox, Brigadier General of Artillery. Lists stores of shells, powder, cartridges, muskets, rifles, swords, etc. Note on verso of last fold states the return differs from the last due to a fire that broke out in the barracks making it necessary to remove the ordnance stores. States that "in the confusion some small loss was sustained." Fort McIntosh became the town of Beaver, Pennsylvania. Fort McIntosh was in Ohio. Document is one long narrow sheet folded six times.

Title: to Robert Livingston re: news of the wars of Europe

Sharpas writes first of Lord Cornbury's impending arrival in New York, with his retinue including his wife and children, Mr. Honan his private secretary, and Coll Richard Ingoldsby. He then writes of the war which was ongoing in Europe, in which King Willliam travelled to Holland with an army, the Swedish army (led by the young Swede king) defeated the Saxon army near Riga, and a rout of the French by the Italians (in which 13,000 Frenchmen were killed and "54 pieces of Cannon" were taken).

Robert Cambridge states that canon balls carrying grape shot were fired into New York a few days ago, and caused more panic than actual damage. Consequently, many people have left the city for fear of a second attack.

Title: to Robert Livingston, Jr. re: examining rivers and forts

The letter is signed by both Gilbert Livingston and William Paulding. Gilbert writes that he has just returned from "the Forts" where he examined the rivers at Montgomery and Constitution, and has found that the site at Constitution is preferable for settling a fort. Both Gilbert and William Paulding send Robert, Jr. instructions for making an iron chain from his iron works; and add that the Forts are in high spirits, but low on artillery.

A Committee of Congress, including Samuel Adams, Richard Henry Lee, and William Whipple (the remaining 2 signatures are illegible due to damage), write to Robert, Jr. to request "Cannon and Stores" needed by General Schuyler to supply his Northern Army. They have therefore sent Coll. Stuart "who will lay before you a List of such Cannon and Stores as are wanted; which we hope, may be procured on just and equitable Terms, and timely enough to be transported to General Schuyler before the Winter."

The Council gives directions on how to use the "brass ordinances" sent from England, and addresses complaints of bad bread from Coll. Schuyler's regiment. They also give orders for the creation of a court to try crimes committed against the aritcles of war.
