Written by Monroe in retirement to an unknown recipient, but the collateral file has paperwork that says it is to Tench Ringgold. That cannot be confirmed, although it is possible. Ringgold was a well known Republican politician in Washington, D.C., and was serving as U.S. Marshall for the District of Columbia when this letter was penned. He was also active in helping Monroe receive reimbursement from the government for Monroe's previous diplomatic work. Writing to his publishers, Webster acknowledges their letter that told him that 500 grammars had been shipped. He wants 4,000 copies of his spelling book that he can sell in Philadelphia and would like them to print 10,000 more copies for spring sales. Recommends they add a table of contents for the sections of the spelling book.

Young men of Kentucky flock to my standard, it will always wave in the path of honor, and history will relate how you responded to my appeal, and how, by so doing, you saved your country." Printed on a press Morgan had recently captured at Hartsville.

Consists of an unsigned acrostic poem with the name "BF Butler" as the basis. An attack against General Benjamin F. Butler [possibly for his "women around town" order while he was administering New Orleans]. The notorious declaration was issued on 15 May 1862 said if any woman should insult or show contempt for any officer or soldier of the United States, she shall be regarded and shall be held liable to be treated as a "woman of the town plying her avocation", i.e., a prostitute.
