Title: Instructions to John Lamb to treat with Algiers

Co-signed by Jefferson 11 October 1785 in Paris. Lamb was instructed to confer with Minister Carmichael in Spain, then proceed to Algiers. The Continental Congress sent John Lamb to negotiate with Dey Mohomet of Algiers for the release of 21 Americans held as prisoners and to secure safe passage of American vessels in the Mediterranean. The Dey demanded $3,000 ransom per man, twice as much as he asked of other nations. Lamb returned home in 1789 without securing a treaty. Also written in Paris, France

The resolutions affirm the Confederate Congress' power to declare war and the President's power to make treaties of peace with Senate approval. Denies these powers to the individual states. It calls any attempts to negotiate separately "revolutionary." Claims they are fighting the war for the "natural and inalienable right claimed by them in the revolution of '76." Reaffirms their commitment to continue the struggle.

Printed rules established for the court overseeing the "Alabama Claims," as well as the law that created this court. Also includes the treaty with Britain and subsequent arbitration that preceded this court. During the Civil War, British firms produced a number of ships to be used by the Confederates as commercial raiders, the most famous of which was called the Alabama. Written by Harcourt as a journalist in Britain under the pseudonym "Historicus." Cover says the pamphlet is reprinted version of his letters to the London Times of 22 December 1864. The letters focused on questions of international law resulting from the Civil War in the United States. He was against recognition of the Southern states as belligerents and was influential in the formulation of English public opinion on this problem. He also sought to define Great Britain's role as a neutral country.

Informs Hoffman of shared American and British use of waterways, stating that "It is confidentally believed that the use of the artificial water communications which the Treaty contemplates will contribute to a rapid increase of trade ... " Desires to bring the provisions of the Treaty before the New York State Legislature, securing the use of several New York canals for Great Britain.
