Mifflin, President of Congress, encloses an Act of Congress directing Knox to ascertain from the British Commander in Chief of North America precisely when the British will leave their posts within the boundaries of the United States (possibly refers to Frederick Haldimand; see GLC02437.03019). Signed by Charles Thomson as Secretary of Congress. Includes a resolution from 24 May 1784 that "Congress approve of the proposition of Major General Knox to send a field officer into Canada for the purpose of ascertaining... the time when the posts within the United States now occupied by the British Troops shall be evacuated..." The resolution is followed by a 3 June 1784 Congressional order for the superintendent of Finance to advance money to Colonel William Hull for the expedition.

Discusses the affair of Major Pierre Charles L'Enfant, who had been sent to France in 1783 to purchase jeweled eagle badges for the members of the Society of the Cincinnati. L'Enfant returned to America in 1784 and brought back many badges purchased on credit. The price proved too high for some officers, which left L'Enfant in a bind. Says he would have stayed with a Mrs. House in Philadelphia, but the Attorney General, Edmund Randolph, arrived with a large family, so William had to lodge elsewhere. Discusses business he tended to while in Virginia and Maryland, and reports on the success of crops, including tobacco, corn, and wheat, in the area.
