Cynically assesses the recent unproductive negotiations with a British envoy, citing that the United States was not redressed for wrongs committed and the British gained time to shore up their defenses. Critically examines the Embargo Act of 1807 but asserts that he is not opposed to it. Anticipates further aggression, which later erupted in the War of 1812. Clinton was then vice president. Bailey was a senator from New York.
