Charles T. Williams certifies that he served in the Union Army (in the 1st New Jersey Infantry and the 1st New Jersey Cavalry) for three years and nine months during the Civil War. During that time he was a prisoner of war for eighteen months, twelve of those at Andersonville Prison. Confirms that he testified against Andersonville's Commander Henry Wirz in 1865. Also notes meeting President Abraham Lincoln in 1861 on Lincoln's way to his swearing in. Provides other biographical details.

Copies of letters, reports, depositions, and other statements pertaining to General Don Carlos Buell's destruction of the salt works in Goose Creek, Kentucky on 21 October 1862, during the Civil War. Buell ordered the salt works destroyed to prevent Confederate forces from gaining control of them. Colonel David A. Enyart of the 1st Kentucky Infantry, Lieutenant Colonel Charles S. Hanson of the 20th Kentucky Infantry, and Lieutenant Colonel Warner Spencer of the 2nd Kentucky Infantry executed Buell's order.…

Published by Kelly, Hedian & Piet, Baltimore. Howard writes of his experience in prison. In the preface, Howard criticizes President Abraham Lincoln's policies during the Civil War, "The unlawful and oppressive acts of Mr. Lincoln ... " Francis Key Howard, the grandson of Francis Scott Key and a pro-Confederate Baltimore editor, was imprisoned for treason for fourteen months at Fort McHenry in September 1861. In all, 30 legislators from Maryland were seized for suspected disloyalty to the U.S. government. Most if not all were never given any criminal charge, and all were denied trial.

Phillips states that it is increasingly important that Captain Willoe go to Canada. Requests passports be granted for Willoe, two servants, and three women to sail to Halifax with a Flag of Truce. He wants Heath to get a passport that will admit the vessels into port and asks him to advise what papers Willoe needs in order to prevent being taken as a prize by a privateer ship. Phillips was a British general, and Heath was a Continental general.

Also includes instructions to the keeper on what to do with the prisoners.
