Also describes the lax punishments of a man who attempted to take stolen horses to California and a man who forged United States treasury drafts (GLC04194.19). Comments on theaters. Captain Joseph Brooks was tried at a general court martial for not paying his debts, falsifying his word, and for claiming a Virginian named Robert Cunningham was of good repute. The court, presided over by David Strong, acquitted Brooks of the charges. Wayne was the general in command of the United States Army in Greeneville, Ohio.

Harris is charged with fraudulently obtaining money from the public. The orders list the specifications of the charges against him, including repeatedly charging and receiving money from the United States for his pay, rations, and subsistence as an Ensign in the Legion when he knew he was not entitled to it or had already received it. The accounting officer only settle such accounts upon the proper vouchers. If these are not produced, it has always been held that relief could only be given by Act of Congress."

Of the incident, remarks "It is a rich drama- and I am only sorry that a distance of a thousand miles- prevents the tow of your boot giving a finale to the reverse of the medal of the young scamp."
