With French text. Prints a proclamation by Governor Moore calling for a General Assembly in Shreveport, the temporary capital of Louisiana. Articles describe female soldiers and war industries. Includes several ads, among which is one offering full amnesty for AWOL soldiers, another for gunboat artillery recruits, and one for a slave sale. Printed on blue/green floral wallpaper. After Baton Rouge fell in early 1863, Governor Moore moved the state capital to Opelousas. When that city was captured by Union troops, the capital was moved to Shreveport.

The deal was made with John Jenckes and John Waterman as trustees of the colony appointed to build a powder mill on the property. Document details precise boundaries of the land. Sweetly expresses her desire to be reunited with him after his six months of service. Discusses making clothes for him. A letter from Rebekah's sister, Elizabeth Wilder, appears on the verso. She reminds William of how much he is missed and loved. Also, comments: "we hear that their is no want for female soldiers in the camp[.] Beware of the Bed Blankit disorder." Discusses other local and family news. Rebekah and William had been married less than a year.

States that Hquath, Cuba, Cyman, Jack and Yorick, people enslaved by Roper Dawson would continue to be enslaved by each of his children and wife.
