Says the letter is being delivered by Mr. Bauncol, the agent to Monsieur D'Espremenil. Duer reports he offered D'Espremenil a part of township 7 before he sold his stake in the Eastern Lands to Knox and William Bingham. This was done because D'Espremenil ceded lands in the Scioto purchase and became a sutler there. Believes this was a fair deal and hopes Knox and Bingham will live up to the agreement.

Introduces Rufus Davenport, a Boston merchant, to Washington. Writes that he, "like myriads of others, cannot die in peace, nor live with satisfaction, until they see you, who has done so much for them and for their Country!" Briefly discusses news regarding his estate in Maine and his family. Unaware of Washington's death on 14 December 1799, Knox closes the letter "I pray fervently that your days on earth may be days of felicity without clouds sickness or sorrow." Washington also writes that he will soon journey to Philadelphia by way of Annapolis (to attend the Constitutional Convention). Discusses a debt owed to him by Stuart. Washington desires payment in bills that will not cause delay, because he wants to use the money to pay a debt and buy some goods.

Chancellor of the Exchequer and Prime Minister from the spring of April 1763 until July 1765, George Grenville became one of the least loved heads of government over the colonies due to two revenue bills that could be blamed, to an extent, for what eventually propagated into the Revolutionary War. These Acts of Parliament were the Sugar Act of 5 April 1764 and the Stamp Act of 22 March 1765, each designed to raise revenue for a financially limited British Empire.
