He outlines how Steele should work with the Marshall of Pennsylvania to prevent unintended releases of prisoners and arrange for payment for the passage of Americans released by the British. Monroe was then Secretary of State.

Co-signed by Jefferson 11 October 1785 in Paris. Lamb was instructed to confer with Minister Carmichael in Spain, then proceed to Algiers. The Continental Congress sent John Lamb to negotiate with Dey Mohomet of Algiers for the release of 21 Americans held as prisoners and to secure safe passage of American vessels in the Mediterranean. The Dey demanded $3,000 ransom per man, twice as much as he asked of other nations. Lamb returned home in 1789 without securing a treaty. Also written in Paris, France

During the French and Indian War, Lord Stirling (William Alexander) orders Bradstreet to travel to Oswego with supplies, regroup there, then proceed to Fort Frontenac to "bring off, set fire to, or in any manner destroy whatever Vessels and Boats the French have there either built or building" and, if possible, use a surprise attack to capture and destroy the fort. If successful, he is to return with prisoners to Oswego then continue on the Albany to await further instructions. Published by Kelly, Hedian & Piet, Baltimore. Howard writes of his experience in prison. In the preface, Howard criticizes President Abraham Lincoln's policies during the Civil War, "The unlawful and oppressive acts of Mr. Lincoln ... " Francis Key Howard, the grandson of Francis Scott Key and a pro-Confederate Baltimore editor, was imprisoned for treason for fourteen months at Fort McHenry in September 1861. In all, 30 legislators from Maryland were seized for suspected disloyalty to the U.S. government. Most if not all were never given any criminal charge, and all were denied trial.
