Comments on currency: "The New Money has experienced the fate of the Old in this Quarter, having entirely stop'd circulation, which causes nearly a total stagnation of all Business, at present I do nothing, people will not part with Specie but for the necessaries of Life of wch I have none... " Complains that he has not heard from Henry, his brother, in a long time.

A circular letter signed by Secretary of the Treasury Gallatin and sent to Dudley Hobart, the collector of Bath, Maine. Instructs Hobart to enforce the amendment to the fourth section of the March 3, 1805 act, which empowered the president "to permit or interdict, at pleasure" any armed vessels from foreign nations entering America's ports and required all such vessels to submit a report outlining the reason for their arrival. Responds to the Select Men's request dated 10 August 1808 that Governor Sullivan issue a permit to David Killey for the schooner Betsy, mastered by Thomas Hall, so that flour (for consumption) could be shipped to Yarmouth from Baltimore or Alexandria. Sullivan shows respect for the Select Men's authority and acknowledges the legitimacy of their request, but claims to have no authority to issue such a permit.
