Notifies that the Commander in Chief accepts the resignation of Doctor Daniel Bryan as Hospital Storekeeper, and appoints Doctor David Davis into the position. Reports that the corporeal punishment sentenced to Thomas Mattingly of Captain Lewis's Company on 15 September 1795 for leaving his port to sleep, will take place tomorrow. It was postponed because he was ill or pretended to be ill. The punishment will be carried out tomorrow. Wayne was the general in command of the United States Army in Greeneville, Ohio.

Notice of an election for a pay mastership of the 4th Sub Legion. Wayne was the general in command of the United States Army in Greeneville, Ohio.

Also pardons Thomas Weldon and James Smith, currently under sentence of death, with "hopes that their future good conduct will justify the mercy now extended." Commanding officers must also make notes of when terms of enlistment for commissioned officers and soldiers will expire. Harris is charged with fraudulently obtaining money from the public. The orders list the specifications of the charges against him, including repeatedly charging and receiving money from the United States for his pay, rations, and subsistence as an Ensign in the Legion when he knew he was not entitled to it or had already received it. 25th Congress, 2d session, no. 47. Calhoun's famous resolution establishing the orthodox state rights position. "Resolved, That in delegating a portion of their powers to be exercised by the Federal Government, the States retained, severally, the exclusive and sole right over their own domestic institutions and police, and are alone responsible for them ..." Resolves that slavery in the southern and western states is an essential domestic element of those states and was in existence at the adoption of their constitutions.
