Writes, "When I last saw the governor, he seemed undecided whether he should return until the fall - but I hope he will as his stay here will excite disa[illegible] sensations in the minds of some people." Instructions tell commissioners to be knowledgeable of previous treaties with the northern and western Indians, especially the 1789 treaty signed at Fort Harmar. If there are conflicting claims desires them "to be liberal in granting additional considerations." Wants them to tell the Indians "That the remaining Lands of the Indians within the lands of the US shall be [guaranteed] solemnly by the General Governt." Title: [Certificate for Jacob Rambo]

Partially printed certificate shows Jacob Rambo voluntarily enlisted at Fort Washington in the first regiment of levies to serve for six months. Also shows that Rambo swore an oath of allegiance. These levies were raised from a law signed by President Washington on 3 March 1791 to raise troops on the frontier. The document is signed twice by Rambo using an "X" for his mark. Sworn before and signed by A.E. Outlaw. Fort Washington was near Cincinnati, Ohio.

The diarist gives news of a Chippewa or Ottawa Indian attack on General [Josiah] Harmar's regiment, which was "stationed up the Muskingum River." Both sides suffered casualties. Writes, "This most flagitious insult seems to have been conducted with uncommon spirit, and a great degree of temerity-" Relates that the Indians raided stores that were intended for a treaty. Reports that some of the Delaware Indians "arrived on the day of this transaction and seem highly incensed at the insult." States "in consequence of no person's appearing at Fort Washinton on the part of the Contractors to make provision for the transportation of the flour & for the Army, I had been obliged to take it upon myslef, and had ordered...an Agent, to provide the horses and carriages that would be necessary."
