Written from Libby Prison ("Hotel de Libbie") in Richmond. Starr discusses, sometimes humorously, the possibility of exchange, his desire for packages, and his health. He also mentions the fact that his February escape attempt precluded his early exchange: "... A boat came up on the 29th apr bringing 50 officers and 300 men; & we are assured that the Exchange is to go on.
There was an order issued that forbade the parole of any of those Officers who Escaped in Feb'y: Otherwise I should have been out Ere this - That restriction however is now removed ..."
