Signed by Charles Thomson as Secretary of Congress. Congress resolved to promote Henry Knox from brigadier general to major general. States that the promotion was granted on the recommendation of George Washington's letter of 31 October 1781 for merit during the siege of Yorktown. The promotion was dated from 15 November 1781. Knox was the youngest major general in the Continental Army.

The headline announces the firing on Fort Sumter by Confederate Troops, the beginning of the Civil War. Though the South had already seceded, physical confrontation did not begin until the fort was fired on. The paper reports in detail the events that occurred in South Carolina, and the reaction in Washington to these events. At this time most daily newspapers did not print Sunday editions, and since this was a Saturday there was no paper printed on the following day. However the demand for news of the war was so great that on the Times printed its first Sunday edition the very next week.…

Appears to be Kingston's cypher to communicate with Sir Henry Clinton in code. "Sir Henry Clinton" is written in pen at the top of one side, along with the word "Top" as a direction of how to place the cypher. There are 4 cut outs. When placed over a coded letter of the same size the cut outs provide a window for the message. There are pencil lines extending from the cut outs as well, which appear to be measurement lines for the actual cut outs.
