Declares, "I think we have but little hopes of success - " Comments on other business transactions. Gives news of the adoption of the Constitution by North Carolina: "By a vessell in five days from North Carolina we have the pleasing intelligence that that State has adopted the Federal Government by a majority of 118... yesterday all the Bells in town were put in motion on this joyous event."
