Signed by Madison as president and countersigned by James Monroe as secretary of state. Partly printed document commissioning the privateer, under the command of Captain Oliver Hicks and Lieutenant William Rust, to "seize and take any armed or unarmed British vessel, public or private, which shall be found in the jurisdictional limits of the United States or elsewhere on the high seas." Notes that the sloop weighed nine tons, was mounted with one gun, and was manned by a crew of seven. Document accompanied by a paper seal.

Horton, late master of the Barque "T.O. Brown," was convicted of violating a seamen protection act [3rd Section, 9th Chapter, concerning consuls and vice consuls] of Feb. 1803. Conditionally pardoned because the violation was not willful, Horton must pay court costs. (c/s James Buchanan) Signed on Polk's last day of office.

Also requests that the secretary of state's office be informed of every cartel sailing from Steele's district. He outlines how Steele should work with the Marshall of Pennsylvania to prevent unintended releases of prisoners and arrange for payment for the passage of Americans released by the British. Monroe was then Secretary of State.

Signed by Bartlett three times: once at the end of the letter and twice with initials after two extended postscripts. He thanks him for his letter from February 7, 1777. Co-signed by Jefferson 11 October 1785 in Paris. Lamb was instructed to confer with Minister Carmichael in Spain, then proceed to Algiers. The Continental Congress sent John Lamb to negotiate with Dey Mohomet of Algiers for the release of 21 Americans held as prisoners and to secure safe passage of American vessels in the Mediterranean. The Dey demanded $3,000 ransom per man, twice as much as he asked of other nations. Lamb returned home in 1789 without securing a treaty. Also written in Paris, France
