Writes that he served under Knox in the Artillery and believes Knox has a good opinion of him, so he would like to request an appointment under Knox in the Ordnance Department. Believes he has a strong knowledge of Ordnance and is qualified for the job. Has also written to the President on the subject. Reports that "President [possibly Thomas] Mifflin" would be happy to write a recommendation for him if it would help. Has also solicited Mr. Frederick Muhlenberg's assistance. Discusses Ramsay's idea of publishing the names of all the officers in the Continental Army in the appendix of Ramsay's history. Although originally pleased with Ramsay's idea, Knox is now against the idea. "Upon examining the list I found it abounding with omissions and errors." Believes "the loss of papers" can lead to misinformation and inaccuracies, such as officers who were transferred or left the service. Says that he was "convinced that your motive for the publication was to perpetuate honorably the names of the officers of the Army," but now Knox is not sure of this.

Popkin defends himself against complaints waged against him by men from Colonel Crane's regiment. Knox had ordered Popkin to go to camp to address the complaints. Popkin writes, "The substance of the complaint is not true: Notes for Pay I never receiv'd for any of them, but for depreciation of pay I did, but that they were appropriated by me in a way utterly unauthorized by them is untrue." Expresses his regret that he cannot follow orders, complaining that due to lack of money, he cannot afford to travel to camp. Same as GLC02437.10082. Mr. Gedney has no receipts for the planks, and Knox asks Captain Mitchell to investigate, and to provide Mr. Gedney with a receipt to act as a voucher so he might get paid.

Writes, "As soon as all the stores can be removed the waggons necessary to transport the remaining part of your regiment procured, you will direct it to repair immediately to the Post, I shall be happy if suitable accommodations can be provided, so as to render the situation of yourself and family agreeable while they may remain here. In the mean time, you have my permission to continue at Fishkill, agreeable to your request, until the purposes on which it is founded are accomplished."
