Relates that General George Washington is at West Point "to make the reduction of the Army." Relays Washington's orders that Allen, or the officer commanding the Rhode Island troops at Saratoga, "collect your men, and give them their discharges" and "turn in the arms ammunition accoutrements, and all public stores in your possession to Mr. Nicholas Quackenbush, assistant Quartermaster at Albany." The American list includes the names of the two schooners: "Royal Savage" and "Liberty, taken from Skene" [a reference to Philip Skene, a Tory from whom the Liberty had earlier been taken]. Says he mentioned Captains Dickinson, Potter, and Bloomfield in his last letter and he hopes that Dayton has heard of the decision made by the committee respecting them. Heard that Dayton's men needed arms and that he could get them with money. Sends along 288 dollars to assist him.

Encloses a note (not included) from Elliot & Co., a Montreal-based importer of Enfield rifles. There are no Enfield rifles for sale in Montreal, and Giddings advises that arms should be purchased through Elliot & Co. Written on United States Consulate General, British N. A. Provinces stationery. Docket notes, "50,000 Enfield Rifles offered to be furnished at the rate of 3000 per month- Price not to exceed $18.50 delivered in New York City."

Says that yesterday they were on the point of a legislative victory for arming the militia. Fears it will be "snatched from our hands by an adjournment." Wax seal partially extent.
