Appears to be part of a draft to Welles' book, "Lincoln and Seward: Remarks Upon the Memorial Address of Chas. Francis Adams, on the Late William H. Seward..." first published in 1874. In the notes, Welles quotes Secretary of State William H. Seward's reluctance to address the slavery issue during the war. Welles writes, "The President was aware of the position taken by Mr. Seward, and of the embarrassment which he might feel in acceding to a measure that conflicted with that position stated...but he thought to make known to us that emancipation appeared to him an inevitable necessity."…

Also discusses his precarious financial situation. "You are but little acquainted with the situation of my affairs if you suppose I have money at my command -- the contrary from bad years, bad crops or bad management is so true, that I find it difficult to support my family...." He is trying to raise money by loan, sale of negroes or any other way. In any case he will pay for his nephew's education.

Brigadier General Gibson (Confederate) discusses matters pertaining to people enslaved by his family. Appoints his aide-de-camp, H.P. Kernochan, as his agent to handle all business discussed within this letter. Learned from his brother Preston that five slaves (Thornton, Wallace, Big Jim, Little Jim, Baker, and Bidwell) from his father's plantation have been sent to Judge Thomas Gholson. Discusses other slaves sent to Gholson for work in the mines. Relates that his brother has thus far been in charge of these matters. Written from Headquarters, Gibson's Brigade, Army of Tennessee.

Rhodes served with RI troops in 1776 and 1778, and lost a leg at Yorktown. Prince is known to have served with RI troops in 1776. Green is known to have served with the 1st RI in 1778.
