Refers to a worry that should the case be successful on behalf of the applicants that this will create a requirement that certain percentage of race and ethnic groups would have to be required in the work place. Requests his opinion and advice on the matter.

One undated petition filed with Frederick County Court on behalf of an enslaved woman named Phebe. She stated that slaveowner, Daniel Dorsey, freed her. A clerk, H.R. Warfield, summarized the judgement, stating that Phebe is the property of Deborah Dorsey, not Daniel. Signed by L. Bolt and H.R. Warfield.
