Assures Constable that the whole interest on the stock of his business associates in Antwerp (then part of the Netherlands) has been paid. He notes that the transactions were carried out in such a way that violated the laws of both countries. He states he assisted because of "certain political considerations. . .with a wish to accommodate you determined me to pass over the obstacle . . ." but also insists that the gentlemen "transact their business with more accuracy in the future." Addressed to Constable in New York.

Signed by Jane Bingley and Thomas J. Nance as co-administrators, and John T. Stuart and Lincoln as legal counsel. Bingley and Nance give bond for 2000 dollars as administrators of John M. Bingley's estate, who died in Morgan County on December 4, 1836. Attested by Aaron Will. Executed one month after Lincoln was admitted to the Illinois bar and two weeks before he became Stuart's partner.

Col. Bowen urges Capt. Blake, acting assistant adjutant general under Confederate general Leonidas Polk, to urge Polk's attention to "the condition of my Quartermaster Dept." Notes that Polk owes money to him and "nearly every farmer around us…I say nothing about the men who are also in need of their pay…." Bowen, then commander of Camp Beauregard at Columbus, Kentucky, rose to the rank of major general before his death from dysentery in 1863. Polk's decision to occupy Columbus in the fall of 1861 was a blunder that led to Union control of Kentucky.

Indicates that the arrangement of financial business by Congress makes it necessary for them (as well as the Treasury Board) to determine war costs. Orders Abeel to follow new, more stringent accounting standards involving the use of printed certificates to specify monies owed. Sends a copy of a congressional resolution (not included).

Jefferson's handwritten copy of a manuscript with notes entitled, "Anno quinto G[eorge]. II 1732. Cap. VII, An act for the more easy recovery of debts in his majesty's plantations and colonies in America." Establishes a law to coordinate debtors' laws throughout the colonies in order to facilitate British creditors' collection of debts. The act subjects all colonial debtors' property to the claims of his British creditor. With separate blank sheet of paper.

Discusses the illness of Henry's brother William ("Billy") and her "fear we shall lose him, or at least that the humour in the blood has taken such deep root, as to embitter his future days." Reports that General Washington ordered the officers of each state in the army under his immediate command to meet to give their decision on the Congressional resolution of 23 March (this offered five years pay as commutation instead of half-pay pensions for life). Says that the Massachusetts line is meeting at the public building at New Windsor next Friday and wants Knox and the other Massachusetts officers at West Point to be there. Asks that he collect their sentiments and pass them along by the time of the meeing if they cannot make it.
