Also signed by George Fox, both as members of the committee. They confirm the existence the ring, saying of it that it is a "very extensive Combination, and of a very formidable nature, to counterfeit & pass Notes purporting to be of the Bank of the United States." It includes men of property and influence. They suggest remedies, saying that they are supported in these by Pennsylvania Congressman Joseph Clay. Mentions receipt of commissions for Ralph Izard and William Lee (both appointed May 1777) but cites a lack of salary. Also mentions loans and subsidies requested from Europe. The lack of salary for Izard and Lee caused problems between them and Franklin. Date inferred from the commissions. The last three lines are in Franklin's hand. Last page only, so letter is incomplete.

Written by Monroe in retirement after his presidency. Starting in 1825, in order to pull himself out of $75,000 of debt and save his Oak Hill estate, he requested reimbursement of back salary and expenses from his diplomatic missions and governmental work in the 1790s and the first two decades of the 19th century. He also attempted to sell other property he owned, but when that failed he put his full force behind getting reimbursed from the government. Lewis, Monroe's attorney, describes the circumstances under which he sold Monroe's land above Charlottesville, Virginia, in 1806; the land on which the University of Virginia was later established. A need to settle Monroe's debts compelled the sale. Per Monroe's request, Lewis also comments on the differences between the original price of the land and the present prices. A postscript offers to verify the letters content, since Lewis based the information on memory. Complains about the mail taking a long time to arrive. Discusses sheep and gives advise on the amount of ewes and rams to purchase. Explains that he would like to assist him in purchasing the sheep but the heavy debt he incurred while president is crippling him. He must now pay it out of the his profits and will have to sell part of his estate. Reports that he has received his quilt from Mr. Carr. Mentions a ram that he will send for the last week of August and says that he will mate him in September, so the lamb will be born in February, as January is usually the severest month.

John Tyler writes to his son, Robert Tyler. He discusses the defeat of Judge Campbell, who had been rejected because he was a Roman Catholic: "to make a man's religious opinions the test for office is to break down the fairest and most beautiful pillar of the Constitution." He believes the Presidential election remains an open contest, and that his support of the tariff of 1842 would be a suitable point on which Robert Tyler might speak. He believes that Millard Fillmore is likely to obtain the Whig nomination. John Tyler was President of the United States from 1841 to 1845.
