Indicates that French ships are about to dispatch with official accounts of the Battle of Yorktown. Knox feels he should tell Jay what has occurred because an official account from Congress may not be immediately forthcoming. Although the British had less forces in America than in 1776 or 1777, the Continental Army was compelled to attack Yorktown or consider the southern states lost. The Comte de Grasse was of similar opinion, and plans to attack New York were abandoned in favor of a siege of Yorktown. Says no express or information has arrived from Philadelphia since he left headquarters last evening.

Title: [Certificate for Lieutenant John Thorp]

Written and signed for Henry Knox by Samuel Shaw, Knox's aide-de-camp. This document certifies that Thorp served in the corps of artillery artificers from November 1776 to the present time. Says "his knowledge of and attention to his duty have invariably marked him an industrious and useful servant of the public." His unit being dissolved, he retires from the service agreeable to the Congressional resolution of 26 May.

Title: [Army rations issued to Captain Vincent and his followers]

Major Shaw, an aide-de-camp to General Knox, ordered James Forsyth the Commissary of West Point to issue Captain Vincent and his "companions, friendly indians" 3 pints of rum "to drink the health of Congress." Also orders 3 pounds of soap to be given to them to wash their shirts. Docket signed by Vincent that they received the rum and soap.

Title: [Report] of 3rd Auditer on Claim of Lt. Grant

Letter to Secretary of the Treasury Thomas Corwin. States that in a previous letter, Secretary Corwin had referred to a report by Congressman Seymour regarding the alleged loss of $1000 by Ulysses S. Grant. Responds that he examined the accounts and correspondence, and no mention has been made in them of any monies Grant reported lost or stolen, so no action could be taken in that regard. His money returns acknowledge receipt of the $1000 and that this amount still appears on his balance sheet.

Responds to Congressman Seymour's request for information on the Grant case. Replies, "no credit can be given on account of such alleged loss unless expressly authorized by Act of Congress. I am not aware of any case where this Department has undertaken to decide the complicated questions of vigilance, fidelity, and the possibility of fraud and connivance, which arise in most of such cases. The accounting officer only settle such accounts upon the proper vouchers. If these are not produced, it has always been held that relief could only be given by Act of Congress."

Letter is entitled "My Christmas gift to Kate". Describes his walk down Pennsylvania Avenue during the Christmas shopping season. Visits the navy yard and barracks with his friend Russ and remarks that Uncle Sam does not consider Christmas a holiday, as soldiers were on duty Christmas morning. States that there are many printers in the city without jobs. Reports that "the South Carolina delegation withdrew very quietly."

Expresses his dislike for a speech given by Senator William H. Seward which Painter attended. Despite his personal opinion, the speech was well received by the public.
