Title: Instructions of the Secretary of War to Governor William H. Taft in the matter of the purchase of the Friar Lands in the Philippines.

Because Congress has not yet acted on recommendations of the commission in regards to the Friar Lands of the Philippines and Taft cannot delay his return there, the President authorizes Taft to travel to Rome to determine which authorities of the Roman Catholic Church in the Philippines have the right to sell the lands. His errand is not diplomatic, but official assistance will be rendered to him.

Greene mentions that he discussed his plan to amend Pennsylvania's wagon law with General George Washington, who suggested that the change might cause jealousy between the army and state. Closes the letter by mentioning the return of Lafayette, who wants his old quarters back. Greene, as the new Quartermaster General for the Continental Army, desired a change in the wagon laws as part of a larger effort to reorganize the transport operations. Commissary General Biddle had previously served as Greene's aide-de-camp.

Signed by Monroe as Secretary of State, directed to privateers. In response to the repeal of British Orders in Council, instructs naval and privateering ships to assist American-owned vessels bringing British goods to the United States. Issued shortly after the beginning of the War of 1812. States "The public and private armed vessels of the United States are not to interrupt any vessels belonging to citizens of the United States coming from British ports to the United States laden with British merchandize... He explains how he avoided quarrels between Edwin Stanton and George McClellan by refusing to mediate when asked to go to Washington, D.C. Finally, Abraham Lincoln ordered him to Washington as General in Chief. The following January, Halleck asked to be relieved from the position (see GLC01688). Part of page three is missing.

Jackson praises Eaton, as well as Martin Van Buren and Major William Berkeley Lewis for their loyalty. He attacks Vice President John C. Calhoun for what he sees as his plot to undue his administration in a "wicked depraved conspiracy," and regrets that he ever trusted Calhoun. Also attacks General Duff Green and his newspapers for being slanderous during this whole affair. The events referred to in this letter are all part of the notorious Petticoat Affair.…

Fox was a member of the Holy Name Society, Church of St. Catherine of Siena, New York, who in mid July had sent resolutions of his society to Roosevelt protesting the banishment of friars from the Philippines.
