The first two typed leaves are non-consecutive and unnumbered, the third page is numbered "8", the fourth "11" and the fifth "14"; two smaller leaves written in TR's hand are labeled "A" (4 pp.) and "B" (3 pp.). Typed speech accompanied by holographic notes (on "Wrest Park" stationery) for Guild Hall speech discussing Great Britain and Africa. Roosevelt states that in Egypt, Britain's treating all religions with fairness caused an anti-foreign movement in which "murder on a large or small scale is expected to play a leading part." Jose F. Gandara was convicted by the U.S. District Court of Arizona of conspiracy to "set foot or provide means for a military expedition against a friendly power, the republic of Mexico." He was sentenced to two years in the McNeil Island Penitentiary and a $1,000 fine. The Ninth Circuit Court of Appeals upheld the judgment. Accompanied by printed pamphlet, writ of certiorari denied by the U.S. Supreme Court, and two typed letters signed from Manuel C. Tellez, Ambassador of Mexico concerning Gandara's citizenship.

"Our best interest would be to employ our principal labours in agriculture.... Hanging prosperity on the fluctuating counsels and caprices of others renders it wise... to turn seriously to manufactures.... The Indians north of the Ohio have hitherto continued their little depredations, but we are in daily expectation of hearing of the success of a first excursion [i.e., Gen. Scott's expedition] to their towns...."…

Where is Stoneman? A. Lincoln." (In full) Authenticator Joe Nichols believes this letter was written on military stationery and then trimmed to its current size at a later time.

List of prisoners on front, with place of imprisonment, endorsed on verso by Lincoln. At the bottom of the list is a note of congressman Brutus J. Clay, requesting the discharge of the above. Lincoln orders the discharge of nine soldiers upon taking oath, and a discharge for William Yocum "not as a prisoner of war, but for an offence for which he has perhaps suffered enough...." Yokum, an employee in charge of contrabands (escaped slaves) at Cairo, Ill., had been sentenced to five years hard labor for "aiding in the kidnapping of employees of the U.S." (quoting Basler 7: 167 note).…
