Remarks upon the ill conduct of the House in violating the charter and calls the assembly incompetent. States that the assembly is not fit to handle " ...granting charters, compiling debts, fixing funds for the redemption of debts, making money, or any thing else which requires permanency." Intends to publish a pamphlet on these topics. Willing was President of the Bank of North America.

He states he assisted because of "certain political considerations. . .with a wish to accommodate you determined me to pass over the obstacle . . ." but also insists that the gentlemen "transact their business with more accuracy in the future." A bill for paper money, including a right of tendering, is before the Upper house and will be decided on in a day or two; it is said the Council are nearly divided in opinion on this important subject."

Mentions a recently concluded business deal with Mr. Alexander Baring, and money he received from that. Considers Mr. Hodgdon's options to salvage his finances.

Written by Massachusetts Congressman Gerry to Secretary of War Knox. Says he requested 26 shares in the Bank of the United States from Deputy Secretary of the Treasury, Mr. Cox. Enclosed a $650 bank note "to make the first specie payment." Asks Knox to take care of the payment if something prevents Cox. Says "we are in daily expectation of the Secretary of the Treasury[,] Mr Jefferson &c, but I hear nothing of your intentions to visit Massachusetts." Postscript gives Knox permission to open his letter to Cox if he is absent.
