The order states that the masters of many vessels have been trading liquor in Kingston, Esopus, and Albany without paying the necessary duty. Lovelace therefore declares that from henceforward, anyone who wishes to trade liquor in those places must first declare their intentions to the custom house and pay the lawful duty.

Title: Declaration against open rebels of the government

The manuscript names Thomas Willett, Daniel Whitehead, Capt. Clapp, Elias Doughts, Charles Morgan, & others as the leaders of a "notorious rebellion" in Queens County, and states that they are guilty of treason against the government. It is expected that the men will be apprehended by the government, and the manuscript states that anyone found aiding and abetting the criminals will be charged with a crime as well. Docketed on verso. Written at Fort William Henry.

At that time people will need to appear to "show cause why the said Tax's should not be equally paid by the several proprietors in proportion to the lands held by them, and not by the present Heirs of the late Brigr: Waldo."
