Lee's surrender. On 24 January he writes that his regiment prepared for attack because the Confederate troops were near. States that he heard Fort Brady on the James River in Virginia was destroyed or captured by the Confederates. Mentions death and burial of his uncle, Colonel Frederic Antes, an upcoming meeting with the "Maryland Commissioners," and his vigorous prosecution of work on the Susquehanna River Survey (which is not mentioned by name). In August 1801, Governor of Pennsylvania McKean appointed Latrobe to survey the Susquehanna River, from Columbia to Tidewater, to determine what possible improvements could be made. In 1803, President Jefferson appointed Latrobe as surveyor of the public buildings in Washington, D.C.

Title: Additional Instruction to the public and private armed vessels of the United States

Printed letter signed by Secretary of State James Monroe. Orders that public and private armed vessels are not to stop American merchant ships coming from British ports with British goods because of the "alledged" repeal of the British Orders in Council. Asks that merchant ships be assisted and says that cargoes can be dealt with on arrival. The Orders in Council were repealed on 16 June 1812, two days before Congress declared war. The news arrived too late to influence events.

Forwarded to Secretary of State John Quincy Adams, who also docketed the letter. Neither Monroe's nor Adams's signature is on the document. Yates wrote to express outrage over a British law passed on 5 August 1822, which restricted American free trade down the St. Lawrence River at Quebec.
