Brown, who often believed Jefferson Davis exercised too much power, believed that the officer should be elected, however Seddon writes that Confederate law states he will be chosen by the President. The letter talks about the yellow fever epidemic in Philadelphia, negotiations with the Northwest Indians, Citizen Genet, Lafayette, and copper and silver metals for coinage. The federal government moved from Philadelphia to Germantown because of a yellow fever epidemic that lasted through the late summer and autumn. Failure of negotiations with Indian tribes led to the battle of Fallen Timbers in 1794. Title: An Act for defraying sundry Incidental Charges

Appropriations bill signed by New Jersey Governor Livingston and co-signed by Benjamin Van Cleve as Speaker of the Assembly. Lists several persons to be paid or reimbursed. Most of the payments go to members of the Privy Council or the Assembly for attending sessions. There are several payments for the transport of prisoners. Also pays for the room rentals for the council and assembly to meet. Docket says the bill was read three times in both the council and assembly and was passed. Includes a small ribbon in mylar in the folder.

Reminds the soldiers of the necessity of the Civil War and why they are fighting, " ... the suppression of the Rebellion and the preservation of American Liberty." Urges the soldiers to vote for the Union ticket and influence their friends and family to do the same. "Upon the result of this election depends the fate of this government. Defeat the Union Ticket and the Union goes to atoms. Elect it - a speedy peace will follow and our Union will be saved and once more happy." Warns soldiers to be aware of traitors and conspirators. Godbold, "who before the passage of the last Exemption Act applied for exemption from military service under the 20 negro law, & paid $500." Notes that Godbold has not received exemption, and deserves a refund of the $500 he paid. Requests Godbold's receipt, which was previously sent to Stone. Also mentions the "meat-law." Contains a Confederate stamp.

Adams as president asks North as Senator from New York, to attend an important session of the Senate where he will communicate new information, probably in relation to the creation of the Provisional Army or the Quasi War with France. On 19 July 1798 North was appointed adjutant general of the army, which carried the rank of brigadier general. In March 1799 he became chief of staff to General Alexander Hamilton. North left the Senate in August 1798 after the New York legislature voted in James Watson.

Written as ambassador at The Hague, Adams discusses waiting for his family to arrive and how walking six or seven miles per day has helped him overcome the "Disorders into which Voyages Journeys and too much application had thrown me." He concludes by mentioning Mr. Tyler, who was involved with courting a woman. Cranch was the husband of Abigail Adam's sister; Adams greets him as "dear brother."
