President Lincoln states that commissioners are "to appraise negroes in Missouri." Mentions that he was previously unaware of General Order No. 135 issued in mid-November 1863 by General John McAllister Schofield, in command of the Department of Missouri. That order had authorized the enlistment of enslaved people, without consent of their owners, and with compensation promised to loyalist slaveholders.

Enlistments for regular crews going on rapidly. Bombardment of Fort Henry now going on. our Troops have landed three miles below." Writing from his headquarters in St. Louis, Halleck did not know that the bombardment would not begin until the next day, 6 February 1862. Marcy, Chief of Staff (possibly Randolph Barnes Marcy). Marcy attests that his commanding general does not deem it advisable to issue the arms at this time.
