Agent of the Confederate States in Mexico writes about seeing two Yankee ships from New York. Discusses how the northerners are getting a good laugh from the evacuations of Clarksville and Nashville and the affairs of Roanoke Island. Mentions British support in the war through the supply of ships and troops. Page three is partially missing but does not affect the content. Imprint on upper left corner depicts a galleon beneath "Paris."
