Describes a series of meeting in October - November 1786 involving Knox, Robert Morris, Jeremiah Wadsworth, Gouverneur Morris, and Samuel Osgood to develop Knox's proposal to loan money to Congress to clothe, feed, pay and house the troops. Congress had recently passed a resolve that each state should donate money into Congress' treasury, and that Congress could take out private loans against this incoming treasury money. Signed by Pottel and fifteen others. Settlers on Knox's Ducktrap lands (in present-day Maine) apply to him for relief "as children to a Parent." Recently signed a contract requiring them to pay for the land. Complain they did not have time to consider the details of the contract. Attest that they previously paid for the land, and should not have to pay again. Express worry that they have little or no provision to support their families through the winter. Threaten to seek the protection of the General Court if Knox refuses to give them relief.

Expresses his unhappiness over not yet receiving the warrants he needs to pay the balance for rations at Springfield, Massachusetts. These warrants were likely related to raising troops to quell Shays' Rebellion. Wadsworth writes, "the troops may perhaps disband for want of food." Mentions more instances of insurgency in the state, including an incident in which Sergeant Hill and eleven recruits were beaten by some men that "spoke favorably of Shays." They were sent to prison but all escaped except Sergeant Hill and two recruits. "Free" handwritten on address leaf with no signature.

Tells Knox that "a most lawless outrage was committed by a party of the soldiers on the person of a civil magistrate in the village of Cincinnati on the 12th." Believes that the incident might have been fatal to 40 or 50 people, but for the intercession of Captain Haskill, who happened to be nearby. Explains what is apparently a struggle for jurisdiction between the civil authorities (represented by himself) and the military authorities (represented by a Major Leyton).

Requests that he tell them the allotments cannot be given to them until the government legally grants the claim to Knox, Winslow and their associates.
