Telegram from Carter, Captain commanding post to Brigadier General Scammon informing that they have 400 or 500 militia with no arms. Asks if a lieutenant at Gallipolis, West Virginia can supply them because they are needed for public safety. Says that there are Confederate forces around, cavalry and infantry. With autograph endorsement signed by Scammon stating he requested Carter's order be fulfilled. On stationary of the U.S. Military Telegraph.
