States the two commissioned officers should produce evidence that a claimant was wounded in the service of the United States. Says the evidence needs to include the time and object of the expedition the officer was on as well as the name of the commanding officer. Also, two respectable physicians should certify the claimant's situation. This evidence needs to be heard in an open court.
