Says prior leaving for Flushing, Holland he sent an officer to Paris to communicate with Mr. Dayton who was trying to discover the meaning of CSS "Rappahannock's" preparation for sea. Says Dayton was informed that the commission of lawyers had not debated the subject. Claims if they decided to release the ship, Dayton would over rule it.
