Order from the Governor of North Carolina, regarding reorganization of North Carolina Volunteers into regiments, signed by Riddick as Assistant Adjutant General. Places Captain George Wortham in charge of Company 2, the Granville Greys, in Weldon, North Carolina. The regiment would be known as the Twelfth North Carolina Volunteers. Col. Richard H. Riddick of Pender's Brigade, 34th North Carolina, was mortally wounded at Second Bull Run.

Also encloses a copy of a circular (no longer present), which has left an ink burn on the verso reading "To Arms! To Arms! Our Fatherland is in Danger." Alexander W. Rowland was a corporal in Company D of the Twelfth North Carolina Infantry.

Charges Landis with violating the sixth and forty-fourth articles of war and with "conduct to the prejudice of good order and military discipline." Charges resulted from Landis's failure to report for "guard mounting" and subsequent "violent, insulting and insubordinate language" directed towards Wortham, his superior officer. Written from "Gill's Signal Station." Saunders writes as the Sergeant in command of the Station: "I send…a man who came to my station today. He says he is from Philadelphia and just out of "Castle Thunder" Richmond. I do not think he is altogether right, as contradicted himself several times in his statements." Castle Thunder in Richmond was a tobacco warehouse converted into a prison during the Civil War. Prisoners, many of whom were under sentence of death, were primarily civilians, they included violent criminals, Union sympathizers, and spies, among them Dr. Mary E. Walker.

He participated in the Battle of Roanoke Island (7-8 February 1862) under the command of Union Army Brigadier General Ambrose E. Rowan was a captain in the United States Navy when he assisted in the capture of New Bern, North Carolina, on 14 March 1862. The battle was led by Brigadier General Ambrose E. Burnside.

Titled "Extracts from a Letter of Instructions." The first extract gives information about the positioning of gunboats for "assisting in the defence of posts." The second extract is a reminder to "keep a bright look out for, and use every precaution to guard against, torpedoes!" The third extract reminds sailors to stay in their ships at night. Lee was the commanding officer, with the rank of acting rear admiral, of the North Atlantic Blockading Squadron from 1862 to 1864. He was then transferred to the command of the Mississippi River Squadron. Lee was promoted to rear admiral in 1870.

Writes that all vessels must contain stores and merchandise or hold "a permit from the Treasury, War or Navy Department." He says he has been in the habit of running her, (previous to the last attack by the enemy) on passes from the Provost Marshall." Foster writes from aboard the U.S.S. Delaware, which he commanded.
