Memminger, Secretary of the Confederate Treasury, requests the financial advice of Trenholm, Confederate agent in Europe. He reports a measure adopted by the Confederate Congress for "raising 250 millions by the issue of 20 year bonds, with Coupons payable at the pleasure of the Government in Coin or Cotton." He requests Trenholm's guidance on bringing these bonds into domestic and foreign markets, stating that the bonds' value in Europe "would be compounded of two elements, the value of Gold here and Cotton there." John Adams, as president, gives permission to David Stewart, a Baltimore merchant, to use his ship "Active" as a privateer during the Quasi War with France. The ship has a crew of 20, is armed with 10 guns, and is captained by William Storey. Large embossed paper seal of the United States at the bottom. Docket on verso is illegible because of cardboard backing added at an unknown date.

Grant disputes Captain Galloway's account of Upton's Brigade at "Bloody Angle" at Spotsylvania during the Civil War, which Galloway has published in June in The Century Magazine. Grant thought more should be said about the other brigades involved, especially Edwards' Brigade, which "remained and fought out the battle that night" after Upton had retired in the afternoon. Also considers other questions: "Who was the first at the angle?--Who was in commend then?--And who contributed most towards saving the day?" He provides a brief account of hand-to-hand combat in the battle.

With French text. Prints a proclamation by Governor Moore calling for a General Assembly in Shreveport, the temporary capital of Louisiana. Articles describe female soldiers and war industries. Includes several ads, among which is one offering full amnesty for AWOL soldiers, another for gunboat artillery recruits, and one for a slave sale. Printed on blue/green floral wallpaper. After Baton Rouge fell in early 1863, Governor Moore moved the state capital to Opelousas. When that city was captured by Union troops, the capital was moved to Shreveport.
