Suggests that this aspect should be put under the Quarter Master General. Discusses the siege of Charleston and detailed plans for a possible attack on New York.

Finds no error in his account with the Quartermaster besides one omission of credit. Discusses other accounts, including one recently presented to Samuel Hodgdon, Deputy Commissary General. Knowles certifies that "General Knox has accounted with me for the sum expressed on the Credit side of this account..." Also contains an attached receipt created by Knowles in Orangetown, New York, 19 August 1780. Knowles acknowledges receipt of a sum from Knox, paid by Captain Samuel Shaw. Knowles's receipt certifies that Knox's account is settled. Attached receipt measures 10.1 x 21.1 cm and includes docket.
