The General Orders includes 7 articles regarding duties assigned according to rank, 19 articles on day-to-day operations and procedures, and orders while "In Port," "At Sea - Steaming," "At Sea - Not Steaming," "Coming to," "Loading Ship," and orders regarding "Lights." Signed on docket by Wood, Chief Engineer. Wood, a pioneer of the steam Navy, oversaw construction of the Merrimac. He later served as engineer and Chief of the Navy and reached the rank of commodore.

The second copied document, also on page one, is an extract of a letter from Levi Hollingsworth to William Bradford (possibly the Philadelphia printer) 11 June 1773 regarding an enclosed [handbill] of great importance. Has reason to believe the British have traveled down the river (the Hudson). Remarks that Continental posts near New Windsor are fortified well enough to discourage a British attack. Speculates that the British will try to draw Continental troops away from the more well-fortified areas. Reports that his brother, William may have sailed the previous Thursday [for Holland]. Contains some text loss due to a large central hole. Also contains extensive repair.

Reports that the chest will be shipped to Amsterdam at first opportunity, addressed to [John de] Neufville & Son at Knox's request. Hodgdon, Commissary [General] of Military Stores, writes from Succasunna Plains, certifying Gorton's appointment. Also signed by John Ruddock, who served as Deputy Quartermaster of Stores at Fishkill, New York. Includes a note on the bottom of recto, continued on verso. The note appears to be written by Samuel Shaw 10 July 1782 in New Windsor, New York. Shaw relates that Gorton served in the department at Fishkill until 10 March 1782, when he was discharged by General Benjamin Lincoln, Secretary at War. Shaw asserts that Gorton is entitled to his pay and depreciation of pay.
